One of the largest domestic Refining Company’s in Saudi seeks a Lead Maintenance Strategies Engineer to develop Maintenance Strategies, Analyse Systems and prioritize scheduled activities to maximize the Refinery Gross Margin through proactive Maintenance programs that improve mechanical availability of operational assets of the company and improve predictability of repairs. Applicants invited with a degree in Mechanical Engineering, combined with a minimum of 15 years relevant experience, of which at least 4 should be in developing maintenance strategies using Reliability-Centred Maintenance (RCM) analysis. Working on a Tax Free, Expat permanent role, you will be exposed to a great opportunity to develop your specific expertise working across various stakeholders on high value projects. This role is offered in adherence with Saudi Labour Law and therefore these positions are only open to Males and under the age of 58. This is a senior level role and a commensurable salary is on offer.

Jubail is a large city located in the Eastern Province of the Kingdom of Saudi Arabia on the coast of the Persian Gulf and is easily accessible to Bahrain and Al Khobar.

This is a residential permanent position (i.e. not rotational) and the Company provides 22 – 26 days holiday (depending on grade) plus you are entitled to all of the Saudi Public holidays (circa 10 - 14 days) which provide ample time to visit family. The package is substantial, with allowances for housing / settling in / transportation, annual bonus, medical, schooling, flights home etc. The Company will organise all mobilisation / demobilisation transport.

Due to visa restrictions within Saudi, there is a preference for western nationals such as American, Canadian, Australian, Europeans etc.
Reporting to the Maintenance Strategies Manager, you will be responsible for:
  • Conducting and facilitating equipment and system analysis using Reliability-Centred Maintenance RCM analysis methodology
  • Assisting the Maintenance Strategies Manager with the development of unit, system and equipment criticalities and efficiently schedule Reliability Reviews using RCM methodology for the production assets.
  • Defining and scheduling review teams for RCM analysis.
  • Conducting detailed analysis to determine Failure Modes Root Causes and formulating preventative solutions with the review team.
  • Working with the appropriate functions (Maintenance. Engineering, Operations) to determine resources and cost requirements to implement solutions.
  • Preparing risk analysis to identify business justified maintenance strategies for the units or systems analysed.
  • Participating in mechanical availability enhancement gap reviews to align Asset Care Strategies.
  • Assisting Maintenance Planning in translating Asset Maintenance strategies into CMMS, development of PM Maintenance plans and Asset hierarchy build.
  • Implementing maintenance strategies to meet or exceed pre-established risk and cost efficiency targets.
  • Developing methodology to measure the maintenance Strategy implementation and compliance. Provide quarterly Maintenance Strategy effectiveness Status.
  • Developing schedule and providing RCM user-Level, Facilitator and Administrator level Training for the review teams.
  • Establishing fully functional and sustainable time based / trigger based RCM living program for the responsibility area.
  • Analyzing Life Cycle Cost (LCC) studies of the assets and recommending equipment write-offs / upgrades for MTBF gains.
  • Ensures compliance with Saudi laws and regulations
  • Workplace (WPS) and Process (PSM) Safety, Within the position holder’s area of responsibility:
    • Ensure that the safety & well-being of employees, contractors, and others are always the first consideration in decisions on cost, production, quality and productivity.
    • Enforce operational discipline by ensuring all workplace and process safety procedures and practices are understood and implemented in order to avoid potential WPS and PSM incidents occurring.
    • Apply the Company HSE Policy; the 5 Safety Principles, and enforce the 12 Golden Safety Rules.
  • Performance Indicators:
    • No personal injury or injury to a third party.
    • No WPS or PSM incident caused.
  • Keep abreast of emerging trends and technologies within your relevant field.
The successful candidate will have
  • Full time degree (no long distance learning degrees) in Mechanical Engineering or equivalent essential.
  • A minimum of 15 years’ mechanical engineering experience in the oil/gas or petrochemical industries essential.
  • Minimum of 4 years’ experience developing maintenance strategies using Reliability-Centred Maintenance (RCM) analysis essential.
  • Knowledge of Refinery Industry highly advantageous.
  • Strong previous experience in Root Cause Failure Analysis essential.
  • Knowledge of Risk Base Inspections essential.
  • Experience of Reliability, Availability and Maintainability (RAM) modelling essential.
  • Experience of Risk & Criticality Analysis-FMEA (Failure Mode and Effects Analysis) essential.
  • Understanding of Condition monitoring, Process Operations and Operations Maintenance essential.
  • An ability to undertake Equipment End of life Assessments essential.
  • Previous experience using Quality Management Systems essential.
  • Strong focus on Safety, Workplace Safety, Workplace Safety Management, Process Safety Management essential.
  • Highly analytical and problem solving skills essential.
  • Previous experience working in Saudi or the Middle East advantageous.
  • Enthusiasm and drive to stay abreast of new trends in your field.
  • Proactive, flexible and dedicated team player, able to achieve goals.
