A leading renewable energy consortium seeks a HSSE Advisor to support the HSSE Manager on Health, Safety, Security and Environmental matters related to onshore and offshore activities. You will carry out HSSE compliance and audits/inspections of offshore activities and support the HSSE Manager in the development of all key HSSE documents including HSE Management System Plan, Emergency Response/Co-operation Plan and related documents. Applicants are invited with a Diploma in Safety Management (i.e. NEBOSH) combined with a minimum of 5 years HSE experience, in an offshore setting. The Company is Consortium of three leading renewable energy companies and they act as the Operator. They have a core team of staff and subcontract services and maintenance. They were set up specifically to manage the construction and maintenance of a large offshore wind farm in the Kent area. The wind farm has 175 turbines and has a total capacity of 630 megawatts and is currently the largest offshore windfarm in the world.
Reporting to the HSSE Manager this role encompasses many functions including:

  • Become competent in the Company’s business matters, work flows and practices.
  • Support the HSSE Manager in the development/review of all key HSSE documents including HSE Management System Plan, Emergency Response/Co-operation Plan and related documents.
  • Support the management of HSSE plan compliance and improvement plan delivery by key site contractors. Ensure high standards of HSE performance are maintained across the Wind Farm with focus on the Company’s directly executed work offshore, at their substation and at the onshore O&M (Operations and Maintenance) facility.
  • Carry out HSSE compliance and audits/inspections of offshore activities executed by Company and Contractor personnel and tracking follow-up with responsible parties as necessary.
  • Support practical HSSE related activity, giving advice/guidance and hands-on HSSE support to the team as necessary.
  • Carry out incident/near-miss investigations of Company directly executed activities.
  • Oversee and review documents for all activities and operations organised or directly executed by the Company, including the review of specific RAMS (Risk Assessment Method Statements) documentation where the Company is responsible for direct execution site compliance checks, etc.
  • Provide strong HSSE support for Company direct execution of O&M activity. Assist the HSSE Manager and OFTO team in the development of CMMS embedded HSSE MS tools embedded such as for RAMS documentation, risk assessments for Company directly executed maintenance/inspections, the recording and reporting of all HAZOBS, incident investigation, etc.
  • Assist in the co-ordination of the on-offshore induction process with the OMSP.
  • Maintain a secure store and register of all PPE, and ensure all Compan8y directly managed sites HSE equipment such as defibrillators, first aid boxes, and key PPE are inspected and maintained, and contents replenished as necessary.
  • Maintain H&S presence both on and offshore, i.e. make regular site visits, at least once per week.
  • Ensure office noticeboards are kept up to date with current and relevant O&M HSSE information as agreed with the HSSE Manager.
  • Review and monitor planning/testing of evacuation procedures, review fire marshal arrangements, fire risk assessment documentation.
  • Review all COSHH assessments and compliance.
  • Review compliance of DSE Assessments for all employees.
  • Review safe systems of work for the onshore substation, the offshore substations, wind turbines, and any other facilities the Company is directly responsible for.
  • Provide input to reviews of security arrangements and out of hours on-call arrangements for both the O&M facility and the onshore substation.
  • Attend weekly morning briefing with the OEM (original equipment manufacturer) Operations team on site.
  • Be willing to travel offshore on a weekly frequency as requested by the HSSE Manager.
  • Provide Operator HSE interface with the OEM Operations/HSE Team and the offshore technicians.
The successful candidate will have:

  • A Diploma in Safety Management i.e. NEBOSH or equivalent certification essential. Any other prior technical qualifications (i.e. e.g. C&G, NVQ, OND/HNC) advantageous.
  • Minimum of 5 years O&M and construction HSE experience within an offshore setting (oil and gas or renewables) essential.
  • Training qualifications in risk assessment, auditing and incident investigation desired.
  • Membership with a professional body such as IOSH and can demonstrate CPD highly desired.
  • Previous professional experience as a HSSE Adviser with a detailed understanding of the relevant HSSE regulations essential.
  • A Thorough understanding of offshore HSSE essential.
  • Previous experience of incident investigation essential.
  • Ability to identify and manage risk essential.
  • Knowledge of risk assessment methods and project management essential.
  • Ability to rapidly produce thorough, concise and factual reports essential.
  • IT literate – a proficient user of Microsoft Office applications essential.
  • Self-driven with strong time-management skills, the ability to work in a dynamic, fast-paced environment essential.
  • Excellent verbal communications skills essential, with the ability to listen and discuss matters in a clear and articulate manner.
  • Strong problem solving ability.
  • Strong organisation skills and a methodical approach to all work essential.
  • Proactive, flexible and dedicated team player with the ability to also work independently, able to achieve goals.
  • Willingness to travel offshore for site visits.
Other Information
Package: A base Salary of £40-45K plus benefits including 25 days holiday, phone allowance, pension, death in service and a 10% bonus is on offer dependent on skills and experience.
