Overview
Interested in TAX FREE Role? A major global engineering and design service provider seeks an Engineering Manager to manage and supervise all engineering discipline departments across all of their operations in Saudi Arabia, which represents circa 2000 people. This is an executive level management position with overall responsibility for engineering and design activities providing shared engineering services to all Business Lines and Special Projects Group in country. You will be the key interface between Engineering, Business Lines and Support Services. Applicants invited with a minimum of 15 years’ experience in Engineering with at least 5 years in a senior leadership position, preferably in an international organization with annual revenue of at least $10 Million in Oil/Gas, Chemical/Petrochemical, Pipeline and/or Industrial engineering. Working in a Tax Free, Expat residential permanent role and in adherence with Saudi Labour Law this position is only open to Males under the age of 58. Executive level salary/package is on offer.

The Company employs 5000+ people and formed in 2009 from the integration of two of the Kingdom’s engineering companies. They provide engineering, project management, procurement and construction management solutions for Oil/Gas, Pipelines, Healthcare, Waste and Wastewater, Petrochemical etc.

Al-Khobar is a large city located in the Eastern Province of the Kingdom of Saudi Arabia on the coast of the Persian Gulf and is linked to Bahrain via the causeway.

This is a residential position (i.e. not rotational) and the Company provides 22 – 28 days holiday (depending on grade) plus you are entitled to all of the Saudi Public holidays (circa 10 - 14 days) which provide ample time to visit family. They will organise all mobilisation / demobilisation transport and you will be entitled to 2 flights home per year.

Due to visa restrictions within Saudi, there is a preference for western nationals such as American, Canadian, British, French, Australian etc.
 
Responsibilities
Responsibilities: Reporting to the Operations Manager, you will be responsible for:
  • Managing/forecasting resources utilization, staffing levels, recruitment requirements etc.
  • The evaluation of engineering/design staff capabilities/needs and designing development/training programs to meet required capabilities needs and/or career development.
  • Providing oversight of company staffing plans, Saudization levels and utilization.
  • Ensuring best engineering practices and company procedures are utilized
  • Coordinating as necessary with the parent company.
  • Appointing, monitoring and providing oversight of all Engineering Discipline Department Managers (DM’s) under Shared Engineering.
  • Establishing Company engineering procedures and practices and monitoring compliance.
  • Providing oversight of all licensed engineering software requirements and usage. Providing the Operations Manager with engineering software plan and budget forecasts for each year and advising of any required deviations from the budget due to pending prospects or proposals
  • Providing an execution strategy as it relates to 3D design and engineering execution based on prior exposure to 3D design systems. Providing leadership for the implementation of new 3D design trends.
  • Supervising technical proposal preparation by DM’s including monitoring of staffing plans, staff utilization and Saudization targets.
  • Supporting Contract Managers in prospect/proposal reviews.
  • Identifying any specialized software or resources that are currently outside the business plan that must be included in proposal or company overhead.
  • Demonstrating Servant Leadership in day-to-day activities.
  • Developing and participating in key recruitment efforts to promote employee development and Saudization.
  • Managing direct reports including managing work allocation, training, mentoring, problem resolution, performance evaluation, and the building of an effective team dynamic.
  • Evaluating performance of personnel in the department. Recommending training requirements, keeping the staff at the highest level of skill necessary to meet company needs and objectives, and recommending that personnel be hired or removed from the Department.
  • Approving nominees, coordinating and managing engineering personnel while on exchange assignments to Parent company offices.
  • Being a sponsor for the Saudi Young Guns program
  • Keeping abreast of emerging trends and technologies within your relevant field.
 
Preferences
The successful candidate will have
  • Full time degree (no long distance learning degrees) in Engineering essential.
  • A minimum of 15 years’ experience in Engineering essential.
  • A minimum of 5 years in a leadership position, preferably in an international organization with annual revenue of at least $10 Million USD in Oil/Gas, Chemical/Petrochemical, Pipeline and/or Industrial engineering essential.
  • Experience of managing various engineering disciplines essential.
  • Experience of managing large diverse groups of engineers essential. It is estimated that this role will manage circa 2000 people.
  • Good knowledge of discipline codes of practice, standards, and statutory documentation essential.
  • Solid grasp of discipline engineering practices and techniques and competent in planning, progress monitoring, forecasting, and reporting of discipline projects essential.
  • Experience in a senior management role, collaborating with executive staff, resulting in the development and implementation of creative marketing strategies. Capable of representing Company internally up to board level and externally to senior management.
  • Previous experience working in Saudi or the Middle East advantageous.
  • Ability to make independent decisions in the planning, organizing and coordination of solutions to complex problems.
  • Competent with the ability to lead a team of discipline engineers and provide engineering support.
  • Enthusiasm and drive to stay abreast of new trends and technologies in your field.
  • Proactive, flexible and dedicated team player, able to achieve goals.
  • Enjoys working in a multidisciplinary team essential.
  • Excellent communication skills in English with the ability to engage and work effectively with team players from various cultures. Working knowledge of Arabic highly advantageous.
  • Excellent analytical and abstract reasoning skills, plus excellent organization skills.
  • Strong interpersonal skills with the ability to develop good working relationships
