Overview
Interested in TAX FREE Role? A major global petrochemical manufacturing company seeks a Process Safety Engineer to be the Subject Matter Expert for the Company providing expert knowledge and guidance in the development and implementation of Process Safety Management (PSM) policies, standards and best practices. Applicants invited with a minimum of 15 years Process Engineering or Chemical Engineering experience combined with strong analytical/ Six Sigma skills. Working on a Tax Free, Expat residential permanent role, you will be exposed to a great opportunity to develop your specific expertise working across various stakeholders on high value projects. This role is offered in adherence with Saudi Labour Law and therefore these positions are only open to Males and under the age of 58.

With offices and manufacturing plants spread across 6 continents, the Company is one of the largest global petrochemical organisations. They manufacture petrochemical products for a wide range of industries including construction, healthcare, agriculture, industrial and automotive.

Jubail is a large industrial city located in the Eastern Province of the Kingdom of Saudi Arabia on the coast of the Persian Gulf. It is within easy reach of Dammam and Al Khobar and you can easily visit both Bahrain and Kuwait.

This is a residential position (i.e. not rotational) and the Company provides 22 – 28 days holiday (depending on grade) plus you are entitled to all of the Saudi Public holidays (circa 10 - 14 days) which provide ample time to visit family. They will organise all mobilisation / demobilisation transport and you will be entitled to 2 flights home per year.

Due to visa restrictions within Saudi, there is a preference for western nationals such as American, Canadian, British, French, Australian etc.
 
Responsibilities
Responsibilities: You will be responsible for:
  • Acting as the Subject Matter Expert (SME) to provide expert knowledge and guidance in the development and implementation of Process Safety Management (PSM) policies, standards and best practices; work with Manufacturing sites, functions and SBUs to ensure effective compliance with government regulatory requirements, applicable international standards, Company Policies/Standards and Responsible Care® codes.
  • Maintaining an overview of the Company’s most significant process safety risks, to assess the management of these risks at a global level, ensuring effective control and appropriate visibility to Executive Leadership, fully informing corporate level risk management and investment strategies.
  • Driving the development, evaluation, monitoring and reporting of PSM performance targets for each region; coach and provide expert knowledge and advice in the development of improvement actions across the regions and to individual sites.
  • Participating in global subject matter expert networks and programs to enable the development and delivery of enhanced global standards, systems, tools and core technical guidance for the Company.
  • Supporting manufacturing sites, functions and SBUs in identifying and recognizing EHSS hazards and risks related to their activities, with a specific focus on PSM, and provide potential solutions for continued risk reduction / improvements to help maintain and enhance manufacturing operations.
  • Providing leadership in SHEM compliance audit program with respect to compliance with Company policies and standards and applicable regulatory requirements, trained in use of risk assessment and analysis tools Process Hazard Analysis (PHA), Layers of protection analysis (LOPA), Quantitative risk assessment (QRA), etc. and leads investigations of major incidents.
  • Providing support in synergizing Global process safety Policies, standards and strategy with international process programs/protocols.
  • Developing site process safety leaders and networks for each region and ensuring that knowledge gaps are identified in each region and coordinating efforts between affiliates and Global manufacturing functions to optimize knowledge distribution.
  • Keeping abreast of emerging trends and technologies within your relevant field
 
Preferences

Preferences: The successful candidate will have:
  • Bachelor’s degree in Chemical Engineering or related science essential.
  • A minimum of 15 years’ experience in Process Engineering or Chemical Engineering essential
  • Petro or Chemical industry experience in PHA, Incident Investigation, and auditing essential.
  • Experience with safety and process safety requirements (OSHA 1910.119 or Serveso II) essential.
  • Strong analytical and/or Six Sigma skills essential.
  • Previous experience with Loss Prevention essential.
  • Previous experience working in Saudi or the Middle East advantageous.
  • Ability to make independent decisions in the planning, organizing and coordination of solutions to complex problems.
  • Solid process technical understanding and communication skills .
  • Competent with the ability to lead a team of discipline engineers and provide engineering support.
  • Enthusiasm and drive to stay abreast of new trends and technologies in your field.
  • Proactive, flexible and dedicated team player, able to achieve goals.
  • Enjoys working in a multidisciplinary team essential.
  • Excellent communication skills in English with the ability to engage and work effectively with team players from various cultures.
  • Strong interpersonal skills with the ability to develop good working relationships
 
Other Information
Package: A highly attractive TAX FREE salary is on offer dependent on skills and experience. In addition, a full Ex-Pat package is available including housing, transport, 2 flights home per year, health and dental insurance 22-28 days holiday plus all Saudi national holidays which are circa 10-14 days.
